Issues raised:

  1. Alcohol levy – manufacturers were concerned with the alcohol levy since it does not only affect alcohol manufacturers, but other manufacturers like cans, packagers (boxes) plastics and others
  2. The protection of black citizen economic empowerment of South Africa – the companies that have been exporting to South Africa have ceased exporting since the importers in South Africa were not BEE compliant.
  3. Infant industry cover – more information is required from the Ministry for manufacturers to have an informed decision
  4. Training levy – it was felt that there were no adequate accredited facilities especially on the manufacturing side.
  5. Localising manufacturing government project – it was felt that the government should implement some form of rating system where locally manufactured goods are given a higher rating to goods that are manufactured abroad and only packaged in the country, and thus be given more preference in government projects, and this must be made clear at the time of tendering e.g locally manufactured goods only.
